　　“高校党委要履行好管党治党、办学治校的主体责任……”5月3日，习近平总书记在中国政法大学考察时强调。总书记的叮嘱，语重心长、内涵丰富。

　　就在前一段时间，正在接受中央巡视的北京大学、兰州大学、西安交大等高校相继召开党风廉政建设警示教育大会，通报一批违反中央八项规定精神的典型案例。受到处理人员中，北大有两名副校长，兰大有3名校党委委员，西安交大则有三个学院领导班子被给予集体诫勉谈话并通报批评。这在全国高校系统产生了很大震动，受到社会的广泛关注。

　　在很多人眼中，高校是象牙塔，是学术重镇，承载着教书育人的使命，寄托着理想和希望的未来。然而，曾经一个时期，无论是中管高校、部属高校还是地方院校，无论是招生、基建还是科研经费，不正之风频现，腐败易发高发，足见高校不是清水衙门，更非一方净土，高校党员干部的知识储量也不能和纪律意识画等号。顶风而上的违纪问题，不断改写的贪腐纪录，以及奢靡之风、特权思想，如此等等，不仅伤及社会对高校的认知、为人们难以接受，也是与千百年来中华民族所传承的教书育人、传道授业的师道师德相悖的。

　　原因可找出千条万条，但最根本的一条，就是高校同样存在党的领导弱化、党的建设缺失、全面从严治党不力等问题。党的十八大以来，包括中央、教育部以及各省市对高校的巡视反馈中，均点出了管党治党上存在的问题。一些高校领导总觉得高校不是党政机关，权力不大、油水不多；提及党的建设，认为可有可无，要为教学科研让路；至于队伍管理，无原则地推崇“自由”和“个性”，似乎抓党的领导会起反作用。所以有时见到，一些高校的党代会开成职代会，有的党委书记身为一把手却毫无存在感，甚至面对极个别教职人员公开攻击党和政府、歪曲党的历史，所在学校党委也不管不问。

　　全面从严治党，没有例外。高校决不能只强调自己的教育科研属性，而把党的领导放在一边，忘记党性原则和政治立场；高校领导也不能只记得自己的学者教授身份，而忘了自己是党员、是党的干部。高校是党领导下的高校，坚持和加强党对高校的领导是重大的政治原则。中央第十二轮巡视工作动员部署会议，特别叮嘱巡视组，要紧紧抓住高校党委和党员领导干部这个“关键少数”，对照习近平总书记在全国高校思想政治工作会议上的重要讲话，坚持问题导向，看“四个意识”强不强，是否发挥党的领导核心作用、全面贯彻党的教育方针，保证正确办学方向，坚定“四个自信”；检查中央八项规定精神落实情况，严明政治纪律和政治规矩。

　　“广大青年人人都是一块玉”。党领导下的高校，不只是传授知识的讲习所，更是正确价值观的输出源，是培养社会主义事业建设者和接班人的坚强阵地，是为党源源不断输送合格人才的大熔炉。高校党委要深入学习贯彻习近平总书记重要讲话精神，切实履行好管党治党、办学治校的主体责任，将全国高校思想政治工作会议提出的“使高校成为坚持党的领导的坚强阵地”要求落到实处，把思想政治工作和党的建设工作结合起来，把立德树人、规范管理的严格要求和春风化雨、润物无声的灵活方式结合起来，把解决师生的思想问题和教学科研、学习就业等实际问题结合起来，使高校始终充满积极向上的正能量、洋溢蓬勃向上的青春活力、展现改革创新的时代风采。（贾亮）
